Rain pounds San Diego County, while snow blankets the mountains

The National Weather Service has issued a flood warning for the San Diego River in the area of the Fashion Valley mall, effective tonight. Heavy afternoon rains are expected to result in rapid rises of the river, which is forecast to reach flood stage about 10 p.m., with a crest of nearly 12 feet about 4 a.m. Thursday, according to the NWS. Minor flooding problems are likely, the agency reports. Affected streets will probably include Avenida del Rio, Camino del Este, Camino de la Reina, Fashion Valley Road and
